Provide Background Details and Rationale: In 2017, the Park Hill School District deployed a new platform for surveying students, parents/families/taxpayers, and employees. Panorama Education is a research-based survey tool and platform developed out of Harvard University now used in over 2000 school districts nationwide. The district's previous survey method was originally required by the state of Missouri. This tool became outdated at the sunset of the 2013-2018 CSIP when districts in Missouri were no longer required to administer the previous “AQ” survey. With fewer districts using the old tool, there was limited to no comparison data available. In order to meet measurement requirements in future CSIP cycles, the PHSD Board of Education adopted the Panorama Education Survey as a primary tool for these analyses. Panorama Education provides data in a manner that has never been available in the past - comparisons to 2000+ school districts, comparisons to schools similar to ours, data by socio-economic status and ethnicity to address equity issues, and scales that are reliable through rigorous research.

Since 2017, our use of the Panorama platform has increased to measuring Social-Emotional Learning (CSIP 1.2) and we are now using a portion of the platform called "Student Success,” an early warning system that integrates Academic, Attendance, Behavior, and SEL data for each school and student.

This item is being presented to the Board to continue the use of Panorama feedback surveys and SEL measures for all schools. This will also support 10 schools using the "Student Success" tool next year to help with the implementation of our MTSS process. Pricing for the Panorama platform is based on enrollment. The Survey agreement is a three-year agreement. The Student Success agreement is a one-year agreement.

Attached is the service order proposal and terms and conditions of the service which has been reviewed by General Counsel.
