On August 22, 2025, the Park Hill School District issued a Request for Proposals (RFP) soliciting investment services for the management of $128 million in proceeds from the Series 2025 general obligation bonds approved by voters in April 2025 (Proposition O). The selected financial institution will assist the District in preserving principal, maintaining sufficient liquidity to meet construction obligations, and maximizing investment earnings within the limits of Missouri statutes and federal regulations.
The investment portfolio must be structured to align with the District’s multi-year construction draw schedule while remaining sufficiently liquid to meet project payments as they arise. This requires balancing the District’s three priorities of safety, liquidity, and yield, while also ensuring full compliance with arbitrage rebate regulations.
Proposals were due at 10:00 AM on September 18, 2025. The District received six responses, which were evaluated against the weighted criteria outlined in the RFP: safety and compliance, investment strategy and performance, firm qualifications and experience, fees and costs, and client service and value-added features.
After a comprehensive review of the proposals, including subsequent clarifications and revised submissions, District staff recommend Public Trust Advisors / PTMA Financial Solutions (Missouri Capital Asset Advantage Treasury Program / MOCAAT) as the provider that best meets the District’s criteria. PTMA brings extensive experience managing bond proceeds for Missouri school districts, including the majority of K–12 bond proceeds issued statewide. As the manager of MOCAAT, PTMA offers a proven, transparent structure specifically designed for Missouri public entities, combining local expertise with comprehensive arbitrage compliance, competitive investment options, and robust reporting tailored to statutory requirements.
The District has had positive prior experience working with PTMA and MOCAAT, which has resulted in consistent compliance, reliable reporting, and strong support for staff and Board needs. Continuing this relationship ensures continuity, minimizes transition risks, and provides Park Hill with best-in-class investment management for Proposition O bond proceeds.
